I recommend using one of them because they are very handy. Dreamweaver is a commercial HTML editor; if you can afford it, buy it. Open your editor. Then, create a blank template. Customize your template by adding tables, columns, header and footer and you will end up with a full-fledged template. Using a free template is your second option. This is easy and straightforward. All you need to do is to download a free template. There are several websites offering these free readymade HTML templates. Once downloaded, you can start using immediately. The only downside is that you will be using a template which has tens if not hundreds of other users. Your newsletter may look less professional.

To rectify this inadequacy, you can customize your free template. Customizing a ready made template in an HTML editor is a lot easier than building one from scratch. You can, for example change the header, adjust the size of the columns, switch the background color, etc. This will eventually give you a unique template. These are some of the options available for publishers who are not with familiar with the process of creating newsletters designs.
